Waterloo Regional Crime Stoppers Statement on the Cybersecurity Incident affecting Crime Stoppers Data

October 23, 2026

Waterloo Regional Crime Stoppers is actively monitoring a cybersecurity incident involving Navigate360, the third-party provider of the P3 tip management platform used by Crime Stoppers programs across Canada.

In late June 2026, Waterloo Regional Crime Stoppers (WRCS) was notified that its data may have been affected by the incident. WRCS has been advised that 30,794 tips were contained within the data impacted by the breach. The organization continues to work with the Waterloo Regional Police Service (WRPS), Crime Stoppers partners, and legal counsel to assess the scope of the breach and any potential implications for tipsters, stakeholders, and organizational operations.

Waterloo Regional Crime Stoppers and WRPS are separate organizations. The Navigate360 P3 platform is not connected to WRPS information technology systems or infrastructure.

"The trust of our tipsters is the foundation of the Crime Stoppers program, when concerns arose about the security of the platform, we made the difficult but necessary decision to pause tip assignments until we could be confident that appropriate safeguards were in place. Protecting the anonymity and safety of those who come forward must always remain our highest priority." Maggie Santos, Chair of Waterloo Regional Crime Stoppers.

Upon notification of the incident, Waterloo Regional Crime Stoppers immediately paused the assignment of incoming tips through the P3 platform while it assessed potential risks. Although Navigate360 implemented multi-factor authentication and advised that additional security measures had been introduced, Waterloo Regional Crime Stoppers has maintained a cautious approach until it could better evaluate the effectiveness of those safeguards.

Waterloo Regional Crime Stoppers recognizes the concerns raised by this incident and remains committed to protecting the confidentiality of those who have entrusted the program with information.

Waterloo Regional Crime Stoppers continues to seek detailed information from Navigate360 regarding:

  • The full scope of the cybersecurity incident;
  • The information that may have been affected;
  • The remediation measures undertaken; and
  • The safeguards introduced to prevent future incidents.

The organization remains committed to transparency, accountability, and ensuring all relevant facts are fully understood.

As part of its response, Waterloo Regional Crime Stoppers will:

  • Ensure any reporting platform used by the organization meets enhanced security and privacy standards.
  • Review data retention, information management, and cybersecurity requirements for technology providers.
  • Work with our police services, Crime Stoppers partners, and cybersecurity experts to assess risks and identify best practices.
  • Provide updates to the public as verified information becomes available.
  • Maintain a cautious approach whenever tipster anonymity, security, or safety could be at risk.

"At the heart of this matter is the trust citizens place in Crime Stoppers when they come forward with information. That trust guides every decision we make, and it will remain our priority as we continue our review and work to uphold the highest standards of protection for the people we serve."
